Abstract
The paper presents a version of the Mars Expeditionary Complex to be assembled in a 450 km construction-and-departure orbit out of modules delivered using Proton-class launch vehicles. A top-level breakdown scheme for the complex is reviewed and the number of the launch vehicle launches is determined taking into account the need to deliver supporting assembly equipment. The design of the nuclear-powered propulsion system will have to be newly developed.

Key words
Mars Expeditionary Complex, in-orbit assembly, assembly equipment, nuclear-powered electrical propulsion system, Proton launch vehicle.
